Wifi isn't started before logging in on Raspberry pi os on Pi Zero W. #306

Hi,
I've set my Pi Zero W to use wpa_supplicant, but I'm using the Lite version, but I've set it not to automatically log in. Wireless works fine as soon as you log in, but that makes ssh when the pi is moved to a remote location (set the wireless values in wpa_supplicant beforehand) impossible.

Networking should always be brought up regardless of whether the user is logged in or not and should be the default.
