Currently, after a user copies a registrant from a previous convention, it is really easy to stop there and not complete the registrant. This isn't a huge problem since they still have to complete the registrant and provide all of the required information before they can pay. However, it makes it so that the 'All Registrants' page looks problematic since bib numbers are missing due to the lack of display of incomplete registrants.
Could the 'copy' wizard be improved to solve this issue?

@scotthue How might we be able to improve the copy wizard in this regard? do you think there's some indicator that we could change/make to encourage completion? Would you rather the "all registrants" page include "incomplete" registrants (though not deleted ones)?
@rdunlop I don't remember well enough the exact behavior of the current copy wizard. Can you remind me what happens after you select a previous registrant and click 'save and continue'?
I think it may make sense for the all registrants page to include incomplete but not deleted ones.
Perhaps trying to leave the wizard would toggle a sort of 'dirty forms' warning: Your registration is incomplete, are you sure you want to leave this page? (Your incomplete registration will still be saved and you can come back to it if you leave.)
