Is high Mean Absolute Percentage Error (MAPE) the best indicator of the statistical power for a comparison group? #9

From the call today, it was clear that higher MAPE is unfavorable on an hourly/15-minute difference in differences comparison between the control and the treatment groups, but just because the MAPE is 10% doesn't necessarily mean you can't measure a 10% savings, does it?
