Sign in failed because Podman machine wasn't currently running

I tried to sign in and it failed b/c I didn't have a Podman Machine currently running. In my case it wasn't a big deal b/c I just happened to be restarting the machine, but it was annoying to have to do things in order, and would be a bigger annoyance if I was signing in to do something unrelated, e.g. getting a pull secret for OpenShift Local.
