update dataplane resources and data objects to allow passing cluster_url rather than cluster_id OR find a non-control plane way to call an RP cluster and get the cluster url for dataplane client init
add data object for self_hosted_cluster that allows getting and passing cluster_url OR if possible a cluster id
update provider schema to render optional elements that are only necessary for dedicated/byoc clusters
