Our workaround the cleanup.policy bug: https://github.com/redpanda-data/terraform-provider-redpanda/blob/main/redpanda/resources/topic/resource_topic.go#L346-L351 can be removed once Redpanda v24.1.1 is released.

Upstream has been fixed: redpanda-data/redpanda#17456 and it will be backported to v23.3.x branch

The original issue is fixed and the workaround has been removed. However, there are 2 known bugs affecting cleanup.policy and other topic properties management:

  1. CreateTopic: topic configs sources not marked as DYNAMIC_TOPIC_CONFIG redpanda#18275
  2. AlterConfig does not revert and reset config to inherited defaults redpanda#18669
