MiniCssExtractPlugin uses a different chunk file name mechanism in dev and output has no chunkFilename set at all. This is potentially creating a LOT of files in memory during development and hogging resources. During dev, try not to add any hashing to chunks and instead let the chunks get overwritten fully.
