There are many identifiers that are not parsed and converted in relaton-data-ieee: https://github.com/ietf-ribose/relaton-data-ieee
In the ieee-rawbib repo, there are 9278 files, but in relaton-data-ieee only 8961.

Technically we need to use a ieee-pubid approach to fully parse all the different types of identifiers. Ping @mico.
