Can't fetch two IEEE references #28

I can't fetch these references from https://github.com/metanorma/mn-samples-ieee-private/pull/9:

The identifiers the I'm using are:

* [[[IEEE_P1636TM,IEEE P1636]]]

* [[[IEEE_100,IEEE 100-2000]]]

Do we have data available to fetch these references?

We do, but there is no exact match "P1636". The prefix "P" in "Pxxx" means it is a draft. In IEEE, a draft is numbered as "Dn".

The following is from the full IEEE dataset, so it has to be one of this.
