These references NBS.CIRC.sup, NBS.CIRC.supJun1925-Jun1926, NBS.CIRC.supJun1925-Jun1927 don't have docnumber. Is it possible to have PubID without docnumber?

Another question is: how to handle 2 dates in the last couple of references?

This document is actually "Bureau circular no. 2 2nd edition", so the DOI identifier should be "NBS.CIRC.2e2". The "item_number" correctly states "NBS CIRC 2e2".

Recommendation: change DOI to 10.6028/NBS.CIRC.2e2.
