Issue Description

Should use proper login with a role.
Divisional Secretariat require access to all relief camps.
It should able to get summery and also search for specific filed.
Should be able to create report based search reports.

@danishka I think this is kind of a big feature (if I'm not wrong) so If we can narrow down this into smaller tasks that will be great (IMHO).
