Frigate takes long time to shutdown/restart #9

Often when trying to shutdown (or restart), it takes a few seconds (~10 or 15 seconds). It seems some kind of lock is happening, maybe with the frigate recordings?

What settings are you currently utilizing?

Default Settings

Which Linux distribution are you employing?

Debian 11

There was another fix, but I'm still seeing the issue
blakeblackshear/frigate#8227
