Add a cleanup option to the cli

Now that we have different modes we need an option to clean up the database after a new method resolver is implemented. Once a new method resolver has been implemented to check that the public keys in the history actually belong to the DID we need to be able to use this option to go through and delete any data uploaded by hackers.
