Add endpoints for SeedQuest to upload/check usernames #166

We need two modes for these endpoints, unique and non unique.

SeedQuest needs to be able to upload and retrieve usernames.

usernames will need to be mapped to their corresponding DID.

For GDPR allow deletion only if their signatures validate
