Group permission are not taking effect

The write:styles and write:scripts permissions applied to a group are not taking effect and the user
doesn't have access to these tabs even with Page Rules enabled.
Admin is the only group that has access to modify styles and scripts pages.
Tests were conducted with both an existing group and a new group, both with full access to
pages, but with no success.
