The existing protocol was the product of some questionable decisions a long time ago; it requires a lot of hand-parsed binary data, won't extend very well, and is full of magic numbers.

Without getting into the architectural and design decisions yet (we'll be looking at and improving how hidden services are used soon after!), it's important to replace the protocol now, and as a prerequisite to #15.
