feat: create revert feature to autoreport reactions

Is your feature request related to a problem? Please describe.
If a malicious user decides to report messages without reason or as a joke, it will be impossible to repair the reaction on that message, since iFhany ignores reactions on already reported messages.

A subcommand like /autoreport revert <id> is a good approach.
