A page for the instructors to use to modify courses. React code is mostly done. Will hook into redux down the road. Focus on React code and style.

3. Be able to change permission levels (tie in with server)
4. Be able to add and remove users (tie in with server)

Add the proper server routes to handle these changes in the backend.
