What steps will reproduce the problem?
1. Create sync task with source folder A (contains A\AA, A\AB, A\AC, and A\AD) 
and target folder B (empty)
2. Exclude folder A\AC in the Modify > Filters > Exlude Folders... menu
3. Analyze + synchronize

What is the expected output? What do you see instead?
Expected: B\AA, B\AB, B\AD
Instead I see all AC being copied to B: B\AA, B\AB, B\AC, B\AD
AC is already marked for copying in the analyzing window. Of course I can 
choose "skip" but then this is not what I would call an easy-to-use tool.

What version of the product are you using? On what operating system?
v2.1 on Windows XP Professional Version 2002 SP3
