[BUG] can't dismiss dialogs in which excel sheets can be downloaded

To Reproduce

Steps to reproduce the behavior:

1. Go to either go to distribution and press download data, or press the download template button upon having uploaded faulty data

Expected behavior

Dialog to be dismissible.

Will have to check if this appears on Android as well -> not happening there, files are downloaded immediately without dialog.
