A new user is sent a welcome email

New users are sent welcome email packages with information about being a member, and an email verification link.

@quintrino and @Cueball have investigated this; thought it was already a feature but cannot confirm.

I think it's better for the info pack to be after confirmation. Either on confirmation_url(@resource, confirmation_token: @token) once it's loaded or sent as a secondary email to the validated email.
