Refine Project Director Election process

Before the next PD elections, we should spend some time refining the process.

We should at a minimum update the process to reflect some of the changes that were made on the fly. For example, the document says each team would ask their nominees for consent before sending them to the Council, but instead the elections facilitator did this task.

There are other changes we could make to streamline things based on our first experience with the process.
