Add integration for Eclipse IDE

The Chair of Process Control Engineering had maintained a set of Eclipse IDE plugins to enhance development of OV libraries within the IDE. These plugins esp. allow syntax highlighting for .ovm files, add a toolbar for compiling the current library and starting the ov_runtimeserver with the library and provide a wizard for setting up new libraries.

However, these Plugins heavily rely on the old Makefile-based build system. They would need to be adapted and partly rewritten to be used with the new CMake build system.
