Add proposers button enabled for CF safes

Bug description

In a CF safe (safe that has not being activated yet), any button that leads to a tx is grayed out saying that you must first activate the safe. That's not the case for the "Add proposer" button that is still enabled

Note: A proposers cannot be added still since the confirm button in the modal is grayed out

Environment

• Browser: Chrome
• Wallet: MetaMask
• Chain: Ethereum mainnet
• Env: dev 1.49

Steps to reproduce

1. Create a CF safe (pay later)
2. Go to the settings

Expected result

Add proposers button should be grayed out

Obtained result

The button is enabled
