This test the list of added and removed certificates defined in pillar.
Previously, only the pillar `cert:certlist` was used to retrieve certificates. Users must still use pillars for secrets to avoid exposing them to unwanted minions. Now it's possible to configure public certificates with YAML files through the `map.jinja` variable `mapdata`.
