Implement auth for builder-demo #1

Currently the builder demo mostly works as expected in "scratch" mode, but fails to save to a Site API due to auth.

Add instructions and helper scripts for generating a JWT, and set it via env var in the builder demo.

Eventually we may build simple auth into the site-api or provide a separate auth server.
