STORY
As an implementer, I would like to know how to configure a custom background and logo, so that my repository looks consistent with the rest of my institutional branding.

DETAILS
Needs to cover at least

  1. Logo
  2. Background
  3. Sufia yml configuration file: config/locales/sufia.en.yml

Optional

  1. Other colors
  2. Fonts

ACCEPTANCE

  1. There is an entry in the Operations Guide explaining how to do this
  2. Some one who didn't write the entry tests it
