Set Up Docker

Problem: It would be cool to have Docker
Solution: Set up the pharmD project on docker

Description: It would be cool to have the pharmD project set up on docker. It would make the onboarding/setup process easier and might make automated testing easier. Look into how we can set up docker and if it is worth setting up. I've heard docker on Windows isn't that great :( . After doing some research on docker/try to set up pharmD on docker, discuss with the team the pros and cons and decide if we want to go forward with this.
