Add a Github Action to Update a Branch in a PR

It would be cool to have a button in a PR that will update the branch with recent changes made in the branch they want to merge into. We are constantly merging into dev and sometimes it's hard to remember that we often need to update our branch before merging it. Look into how we can add this GitHub action and add it to the frontend and backend repo.
