Whether to change to jihvAmUlIya and upadhmAnIya remains to be decided.

As you rightly mentioned earlier, Jihamuliya comes before ka & kha; Upadhmaniya comes before pa & pha.

As I remember, Jim was showing some slp1todeva transcoding xml file, which had both names marked with same 1CF2.

This file seems to be at many folders; only Jim should be knowing the actual folder!!

slp1_deva.xml is a 'transcoder' file which appears in a directory of transcoder files.
It is used by displays to transcode slp1 transliteration into Unicode Devanagari.

The B,L,A,M displays are generated by code in csl-websanlexicon, where the transcoder directory is
https://github.com/sanskrit-lexicon/csl-websanlexicon/tree/master/v02/makotemplates/web/utilities/transcoder/

The Advanced Search (and other applications in csl-apidev) use another copy of the transcoder directory, whose repository location is
https://github.com/sanskrit-lexicon/csl-apidev/tree/master/utilities/transcoder

There are various other copies elsewhere used for temporary purposes, since python transcoding uses the same transcoding files .
