Для иконок рабочего стола должен быть честный z-order:

Иконки следует отрисовывать в соответствии с z-order.
hit test должен учитывать z-order
При нажатии на иконку, она поднимается на вершину z-order.
Значение координаты z должно сохраняться в конфигурационном файле наравне со значениями x и y.
