Add ability to automatically open an issue in the precli GitHub

Is your feature request related to a problem? Please describe.
In the case of a traceback being caught by Precli, it would be very convenient for the CLI to automatically provide a URL link to the user to open the error as an issue on GitHub.

Generate a URL according to GitHub's docs as defined below.

Describe alternatives you've considered
A user can open manually.
