Bug: Anonymous User was able to flag an asset #303

Bonsai admins recv'd an asset flag email from "an Anonymous user" on Feb 9th willed with spam message.

This should no longer be possible as the flag action is now requires user to be logged in to github.

I just tested this in a private browser to confirm the web ui for the flag action requires you to be logged into github.

So not sure what is going on that would allow this email,
