add tasks controller to process and filter steps

use the same implementation that downloads tile has in filter and process steps, it will anchor the 3a34087 task controller with the main task to run it on a different thread, in that way we don't have to wait until a different task is completely done to run a different process, we can just let it run for some time or even cancel it.
