Citation additional fields

lksfieldlink ID 19 was originally planned for Incident - Citation when adding additional fields (back when there was a single citation slider and before it became a tab).

This was removed by database update 33802, but it's still been added to all new databases since then - which is a lot of customers.

It does kind of make sense, and is something that people want to do. It's also a fairly simple/straightforward screen to perfect the techniques used in movement.js to allow additional fields on a multi-row screen.

Will need a database update to add it back to the old databases where it might have been deleted.
