Wont launch in Windows 10 #9

Program flashes in attempt to launch but instantly shut down. Tried run as administrator.
Troubleshoot compatability ran it down to XP still wont launch.-

unpack the folder, then try from command line prompt, cd in that folder then:
mplayer file.mp4

copy a mp4 file inside for simplicity
