Paratext 7 DBL Resource support

Some DBL Resources have not been updated to Paratext 8, so when Paratext on Windows downloads these, it automatically migrates these Resources to Paratext 8+ format.

The code to perform these migrations is currently inside the Paratext executable (not ParatextData), so we are not currently able to utilize it.

Potential Solutions

1. Request that the Paratext Migrations code is published as a standalone library that Paratext, Scripture Forge, and Serval could use.
2. Run Paratext in a VM to perform the migration.
3. When a resource is in Paratext 7 format, have Scripture Forge send the data as text files, not as a Paratext Zip file.
