HTMLEditorField_Toolbar class doesn't exist #45

While adding https://github.com/silverleague/silverstripe-ideannotator to CWP2 project, class HTMLEditorField_Toolbar can't be found.

As per the .upgrade.yml, should the HTMLEditorField_Toolbar be replaced with SilverStripe\Admin\ModalController in the extensions.yml ?
