Users continue to be confused by the need to reconfirm permission to send an SMS. They do not notice the app is asking them to reconfirm their permission to send another SMS to their phone. This even trips me up as well.

We would like the UX to be changed so the SMS is send immediately after the 1st page is submitted. I have changed the wording slightly to make sure users know this is going to happen.
