date picker not showing in admin form

hi
i have read related issues and tried the solutions, but still can't show up date picker in my forms. when i hover mouse on the calendar icon it shows ... and isn't clickable.

it causes this error:

django.core.exceptions.ImproperlyConfigured: You're using the staticfiles app without having set the STATIC_ROOT setting to a filesystem path.

have you ran collectstatic management command?

i'm seeing a weird behavior now. it works on another model but not this one. both are identical almost!
