HTTPS and HTTP #7

The github hosted site is served over HTTPS while the libraries and CSS is over HTTP creating a Mixed content error.

To reproduce just load below site in Chrome.
https://smartchicago.github.io/zone-parking/

produces this error
"Mixed Content: The page at 'https://smartchicago.github.io/zone-parking/' was loaded over HTTPS, but requested an insecure script 'http://libs.cartocdn.com/cartodb.js/v3/3.11/cartodb.js'. This request has been blocked; the content must be served over HTTPS."
