Confirm if trip_ids are reused across Chattanooga GTFS feed updates

This affects which dataset should be used for the dashboard. The current data up in data/chattanooga is based off of data join method 2 (scroll down to data join section in data prep notebook under dataprep/chattanooga/chattanooga_bus_occupancy_jan20_through_jun20.ipynb) which assumes that trip_ids are not reused between GTFS feed updates.

If trip_ids are reused, then we will have to go with data join method 1 instead and the data file will have to be changed accordingly.
