Snapshot should allow for an "abstain" choice that will count towards a proposal quorum but not towards majority/minority count.

This needs to be implemented in any good voting system. Quorum not being met is unacceptable when For/Against are the only options.

Yes Please. This would be really helpful for Bancor aswell as any other DAO using the quorum plugin.
