Bank of Questions

The questions are associated to a bank of questions, which can have one or more managers.
The course, or the course execution, can use the question of one or more bank of questions. It is the responsibility of the bank of questions manager to associate it with the course execution.
The course execution teacher can use the questions in the bank of questions, the bank of questions manager can create, update and delete them.
