Filter util

its possible that the utils used in Diamond util may be used in other projects (see comments here). As such we can extract the filter logic which allows it to be imported to other utils or projects.

I was thinking that this would be a completely separate package, but it might make more sense to put it in @solidstate/lib.

It will be imported into the following: hardhat-abi-exporter, hardhat-bytecode-exporter, hardhat-contract-sizer, hardhat-docgen, and hardhat-spdx-license-identifier.
