Remove duplicate code in sonic-vpp #136

sonic-vpp code is copied then modified from sonic-vs. There a lot of duplicate code between them. We need to extract the common code, create base class if needed and move them to a place that can be shared by sonic-vs and sonic-vpp so that the duplication can be reduced.
