In SONIC, IPv6 are enabled on Ethernet interfaces and link local addresses are assigned automatically. This doesn't need any configuration. But ipv6 is disabled in vpp interface by default. Therefore, we can't ping a link local address at neighbour because ipv6 is not enabled in vpp interface. To be consistent with SONIC, ipv6 should be enabled by default on Ethernet interfaces.
