Somebody in #hosting was setting up a MediaWiki instance with a Cyrillic language set, which changed the redirect URI to also include Cyrillic. When they then configured this in the OAuth app, it still didn't work because the URL their MediaWiki was sending had the Cyrillic escaped with % entities.
