Backend loads schema files at startup #179

The server loads schema files over HTTP. This happens at least on startup. Attached is a wireshark log captured in a local development environment.

Schema files should never be retrieved during operations. HOWEVER, this issue is for documentation purposes and marked as "wontfix".

Also: this caused production issues 2023-06-26 - 2023-06-27, probably because opengis.net (or some other schema repository) was slow/unresponsive.
