We need to implement and test the features required to use Groundhog to answer the question in the title of the issue. We then have to use it to actually answer the question.

How can we define the "most active"? With patches/issues solved/milestones or something else?

I believe issues solved and patches, just like you said.
Just to make it clear, when you say patch, I assume it is Commit. To follow Groundhog naming convention.

Anyway, issues and commits should be enough for a start!
